Former VP Joe Biden finally announced his 2020 presidential run this morning after much anticipation. Biden will appear on The View tomorrow where he will be asked about his policies. The ladies were very moved by his campaign video. Abby got chills. Whoopi wants a president who she can depend on again.

Dr. Phil says prosecutors only bring charges against someone if they know they have a strong case so these parents should be cutting deals. He thinks from a psychological standpoint that Lori Loughlin is probably in denial about what's happening.
