The only sense I can make of that is that before Emma comes to town, the dubious nature of the relationship may be less apparent because Graham isn't aware of how much he doesn't want it. Remember, the influence of the curse began to lift as soon as Emma came to town. Before then, it's entirely possible he thought he was simply enamored with her or resigned to being in a relationship with her. Still gross, but it's the only thing that makes sense to me.

From the show's perspective, for sure. But as the audience, we know better :(

Yeah, I don't even know why they decided to go that direction. Probably to make sure the audience knew for sure that Regina was evil. I think the worst thing that happened from their perspective was Regina getting to be popular, because now they have to try to redeem her, but they've made her as irredeemable as possible.
