I agree for the most part, but I suspect there will be a much more extreme dynamic to Queen Regina/Huntsman as compared to Mayor Regina/Sheriff Graham.
For one, I don't think Regina could exert her absolute authority over Graham in a Magic-less Storybrooke unless she was in The Vault, holding the Huntsman's heart.
Don't get me wrong, there was still plenty of objectionable manipulation (hardcore sexual harassment, for one) in their Storybrooke Relationship, which was probably magnified by Rumplestiltskin's Curse and its modifications to Graham's personality.
