Yes. Better meaning nicer than what she usually wears. and it isn't. It is all ugly.

I said this already but it is basically saying this is less ugly than the other ugly outfits she wears. But still ugly. We are measuring all her outfits on the ugly scale. they never reach the "mediocre" mark. Just different degrees of ugly.
