(from her pheed:) In reply to the photos of me attempting to take my dogs on a walk while a man I've never seen before harassed me... All for your entertainment I suppose. Hope this is enlightening. Not to mention he was driving around in a "handicap" vehicle recklessly while I walk in a neighborhood full of children praying he doesn't hit a small child or one of my dogs... Lost 2 already this year, don't wanna go through that again.

She actually said "If I parked in a handicap spot because of these people..." I mean, seriously? Like you said, it's not for either of them. Why would she park there because of paparazzi in the first place? That's not an excuse for breaking the law.

yeah but she basically said 'if i did it... as a way to park as close to the store/whatever so as to have to deal with less people/harassment while walking into the store' and not just doing it for shits and giggles

It very well be for him, or one of his family members. Not all physical issues are at the surface and not all handicap plates are for physical issues I believe.
