I mean, he's bought Ashley's baby and forced Emma to make a deal with him so that his completely illegal babybrokering would be null; he suggested and then orchestrated Kathryn's kidnapping; kidnapped then beat Moe French almost to death; hurt, threatened, unwillingly experimented on then transformed Smee; threatened to kill everyone; and refused to help a dying man.
And those are the more recent, less scary things he's done.
For starters essentially keeping Graham as a sex slave against his will before tearing his heart out. Kidnapping Belle for 30+ years. Sending countless children to their deaths against a cannibal witch, if you count her days as the Evil Queen.
Rumple may manipulate people and events to serve his own ends (I.E. getting back his son) but Regina at least in the first season seemed to have more of a desire to hurt and kill people. He's more of an amoral Ben Linus figure whereas Regina was a more active antagonist to everyone else.

I found Rumple to be more of a psychopath. I mean, it seemed a hell of a lot easier for him to murder people, abuse his son, buy and sell children and women, and destroy people to further his goals. Especially considering he's the one who created the curse and forced events to go his way so he wouldn't have to pay the price. Psychologically abusing a teenage girl who was forced to marry a man decades older and had a history of abuse is pretty messed up. He actually created all the villains.
I guess your mileage may vary on this one, but I found Bae screaming at his father for mercy while he murdered someone then murdering the maid so that Bae was completely isolated because everyone was too afraid for their lives to be a pretty high extreme on the 'abuse' scale.
