Yep, my neighbors have a male cat that they let outside all the time. I wouldn't mind so much except that he isn't neutered and I'm sick and tired of coming home to find him getting his groove on with random cats in our yards, leading to them having kittens. I've discussed it with them and they basically said if I wanted him neutered, I could pay for it myself....douchebags.
