Calling Lucy Liu a dog is not funny, as jokingly as he might have intended it to be. Here's the quote where he clearly is using the phrase "arse-bandit" in a way that suggests that people who do use it are stupid: "My parents gave me the knowledge that reading isn’t a bad thing, and admitting to liking a painting doesn’t make you an arse-bandit. And that wouldn’t have been a problem either."
And here's the actual quote where he isn't calling gay people cowards for not coming out of the closet:
