You can get a scarf like that in any colour on etsy.com - handmade for 50-75 USD. The glasses are probably a designer brand but there are tons of vintage ones on etsy.com that you can get for dirt cheap and ask your eyeglass place if they'll pop the prescription in them.
Her manager/publicist probably call them. Although she doesn't have anything out right now, her visibility is important (to her/her team) because she's producing/starring in an upcoming TV comedy show and working on an album.
I agree with the person who said she or her manager are calling the paps. I normally never suggest that because it's just so hard to know, but she is constantly being papped doing nothing and she doesn't have enough going on professionally (and hasn't for years) to warrant this level of interest.
The only other possibilities are that 1) it just feels like she gets papped a lot because ONTD has a couple of stans who regularly post on her or 2) her home address has easy access for photogs and she keeps to regular routines, so she's easy enough to find on a slow day.
