Voice of Elmo NEW LAWSUIT Allegations of Sex with SECOND Underage Boy

Kevin Clash -- known as the voice of Elmo -- is facing NEW allegations that he had a sexual relationship with a SECOND underage boy ... TMZ has learned.

The accuser -- who is now in his 30s -- has filed a lawsuit against Clash ... claiming the two met on a gay phone chat line back in 1993 ... when the accuser was 15 years old and Clash was 32.

Among the allegations, Singleton claims, "[Clash] trolled gay telephone chat line rooms to meet and have sex with underage boys."

In the lawsuit, filed in federal court in NYC, Singleton claims Clash "groomed [the accuser] to gain his trust by, among other things, taking him to nice dinners and giving him money."

Singleton claims while Clash was featured on "Sesame Street," he was "preying on teenage boys to satisfy his depraved sexual interests."

In the suit, Singleton claims ... although the sex occurred nearly 20 years ago, he didn't take action until now because ... he "did not become aware that he had suffered adverse psychological and emotional effects from Kevin Clash's sexual acts and conduct until 2012."

Singleton is demanding more than $5 million.

We broke the story, Clash struck a settlement with a previous accuser who initially claimed he had a sexual relationship with Kevin beginning when he was 16 years old. As part of the settlement, the accuser issued a statement recanting his claims.

Is it really that odd for a teenager to call a party line? That shit was big in the mid/late 90s when I was a teen. I would call it with friends to either listen in on people or troll guys with fake personal stories. It was no different than the shenanigans that went on in AOL Chat.

True enough. I'm more dubious that this guy waited a whopping 19 years before reporting it. Smacks of bullshit to me.

Maybe he didn't want to admit it before but now hearing that it happened to someone else made him want to come forward? again idk

So many people came forward to admit their priest molested them as a child decades after it happened. Doesn't mean it was bullshit.

If he is suing I'd like to hope he has some proof that will back up his claim.

He should have went to the DA to file his claims instead of civil court. He obviously filed in civil court since he is demanding damages. So really what's the story? I'm withholding judgment on Mr. Elmo but if the accuser wants to pursue this, he should have done it like the Penn State victims - go to the DA, have the DA file charges in criminal court.

When they are talking about money, then you have to wonder what's up.

Just because someone is asking for money doesn't mean what they are saying is any less true

and the Sandusky thing was completely different. Someone actually witnessed him anally raping a child. He was being investigated for a while after many reports. Catching him was a lot easier than this situation.

a lengthy timeframe isn't really *that* unusual tbh.

what?? you know it can take a WHILE for people to realise that what had happened to them was wrong and abusive? and takes even more time for them to build up the courage to not only speak up about it, but to speak about it against such a known figure?

I think it's odd for 1993.
