I'm pretty sure. I don't keep up with Lilo too much but I know I've seen candids throughout the past year with her smoking, and I think it's same to assume it's regularly if it's at all lol.

I think when she stayed at Hotel Chateau she ranked up thousands of dollars on cigarettes and apparently smoked something a few cartons in over a month.
