The basic rule everyone runs with is a movie has to make back at least double its budget to be considered a hit (or even just breaking even). It's probably more for movies where they spent a ton more than average on promo. I'm sure there are some that didn't make that much that weren't huge money losses but that seems to be the benchmark.
