To be fair, vote-by-mail did increase turnout in Oregon after it was passed and this is just one instance of fraud/manipulation (I don't recall problems in the last 4 elections) but it failed to increase turnout in Washington state. So who knows if it's actually better than in-person voting. It works for Oregon.

how does mail in work? where I'm from that could not be an option unless you're out of the country, not voting in person makes question who's voting and the pressures people have at home.

It works just like absentee ballots. You register and they mail you a voter guide a month before the election and you get your ballot a few weeks after that. That way, you have plenty of time to sit down and inform yourself about all candidates and ballot initiatives. You can either return your ballot in the mail (with postage) or drop it off at one of the designated drop off sites.

This year, the state election board and federal post office sent a mandate to all local post offices that all ballots must be sent to the county elections office, regardless of whether or not people had remembered postage or put the correct amount on (this was an issue in past years as postage used to be provided).
