To be fair, vote-by-mail did increase turnout in Oregon after it was passed and this is just one instance of fraud/manipulation (I don't recall problems in the last 4 elections) but it failed to increase turnout in Washington state. So who knows if it's actually better than in-person voting. It works for Oregon.

This year, the state election board and federal post office sent a mandate to all local post offices that all ballots must be sent to the county elections office, regardless of whether or not people had remembered postage or put the correct amount on (this was an issue in past years as postage used to be provided).
