You could have asked that about almost every outfit she has ever wore. She has always dressed like a deranged girl from after the Apocalypse, or some Alien trying to look like a human girl.
Not a likable child but a child nonetheless. I think she's acting out because of her parent's fake marriage and the $cientology indoctrination she's receiving. Very sad.
