I am so sick of explaining Jewish identity to people who are totally oblivious and your attitude all over this post is epitomizing every major aspect of the ignorance I so often encounter. There are a lot of people who practice Judaism without being ethnically Jewish, but it's such an insular religion that most people who identify as Jewish do so because that culture has been long ingrained in them (which, yes, almost always points to an ethnically Jewish background), whether or not they practice, and in that event who cares which parent that influence comes from? My university has both a conservative and a reform Jewish community, and I--a patrilineal Jew--have never been told that I or others like me don't count as Jewish by lineage. Nobody thinks like that anymore except maybe the Hasids in Williamsburg.

I went to grade school with a lot of Jewish kids and have seriously considered converting over the years. I might do it now, it seems like it'd be a good religion for me.

in reform- the kid doesn't have to convert. as long as the parents raise them in a jewish lifestyle he is jewish
in conservative- the parents have to convert the child
