Could be several reasons. The first year I shaved mine, I couldn't wear shorts or skirts or anything cause I broke out horribly. It was awful. I pushed through it and generally do okay now, but still will break out on occasion. If she has that problem, maybe it's not worth the hassle/pain.

Or she could be one of those folks prone to ingrown hairs.

Or could be just a choice.
