Yeah it's eyeshadow. I think he wears it because the contrast with his skin makes him look even paler/sicker than he really is. Jack strives for the "dead" look and the eyeshadow is part of that.

i like how jack white obviously is in love with music, he seems like a real musician. as oppose to many artists now seem to be in for the fame and the bitches then try to justify their soulless music.
