Paper. Plastic isn't recyclable to the degree that paper is. Paper can be reused over and over, turned into pulp, made into more paper-y goodness, and isn't mostly biodegradable (minus the chemicals, of course.)

Reuse the bags you have! Bring back plastic bags that you got the last time in order to pack up your groceries. As long as they aren't too stretched out or have holes, they should work two or three more times (possibly more than that).
Plus, there's bonus points when the check-out lady looks at you funny when you start taking wads of plastic bags out of your purse...

our grocery store has a bin where you can bring back the plastic bags to be reused (as long as they don't have crap on them or something), so that's what we do. We keep a few though, to scoop cat poop into when the litter box starts to smell.

I reuse the bags regardless of whether I get paper(to hold the paper we recycle that isn't newspapers, which we bundle with twine) or plastic (it's awesome for when i clean the litter box). I'd guess paper, though.

plastic is made from oil (diminishing oil supply anybody?), degrades very slowly, the manufacturing of plastic creates large quantities of chemical pollutants, etc. etc.

i kinda like getting plastic bags so i can use them as trash bags later. they are really good for throwing out cat poop too. but if you're only getting a small amount of groceries, cloth makes sense.
