Britney Spears and Paris Hilton tied for the top of Mr. Blackwell's annual Worst-Dressed List -- and with no mention of their habit of going out without panties.
In his 47th annual list released Tuesday, Blackwell called Spears and Hilton "style-free and fashion-deprived."
As for third-place Lindsay Lohan, Blackwell said she's gone from "adorable to deplorable."
Blackwell's come up with a new nickkname for Mariah Carey, who's in fifth place. He called her "Mariah the Fashion Pariah" and the "Queen of Catastrophic Kitsch."
Paula Abdul's at No. 6 for being a "lumpy stem on a bumpy flower."
Others on the list include Christina Aguilera, Sharon Stone, Tori Spelling, Sandra Oh and Meryl Streep.
On the flip side, Mrs. Tom Cruise -- Katie Holmes --has been singled out by Mr. Blackwell for being one of his Fabulous Fashion Independents.
Holmes is joined on the list by Beyonce, Angelina Jolie, Kate Winslet, Barbra Streisand, Marcia Cross and Heidi Klum, among others.

BEYONCE?? i disagree big time; shes WAY too tacky and matchy..that blue frilly thing she wore to the Dreamgirls premiere (COMPLETE WITH BLUE EYESHADOW) says enough.
